DIGITAL MANAGEMENT OF RISK CLASSIFICATION AND SAFETY ASSESSMENT OF EXISTING BRIDGES

Description
The development strategies of governments and international organizations are increasingly focused on the issue of environmental, economic and social sustainability. An example of this is the Recovery Fund, part of the Next generation EU, the new European recovery tool. With particular reference to the sustainability of infrastructures, the National Recovery and Resilience Plan (PNRR) was recently presented in Italy, which identifies the structural thematic areas of intervention according to 6 missions. In particular, Mission 3 “Infrastructures for sustainable mobility”, to which approximately 32 billion euros are allocated, has among its objectives the introduction of remote digital monitoring systems for the safety of road arteries and consequent urgent works for the making damaged roads, bridges and viaducts safe. The amount of bridges and viaducts existing in Italy currently reaches very high numbers; most of these works are in a state of significant degradation, a consequence of the difficulty of assessing their risk status without a correct organization of human and economic resources and time planning. This Mission of the PNRR is consistent with the Guidelines for risk classification and management, safety assessment and monitoring of existing bridges, drawn up to follow up on the provisions of Legislative Decree 109/2018 (the so-called Genoa Decree), approved by the Superior Council of Public Works on 6 May 2020 and transposed by DM n. 578 of 12/17/2020.
The initialization and development of the dynamic monitoring system can also be defined using BIM (Building Information Modeling), as encouraged by Legislative Decree 76/2020 (the so-called Simplifications Decree), Art. 49, paragraph 4. The adoption of Guidelines by the managing bodies are also important in the event of accidents to avoid any problems in the criminal sphere.
The conference aims to illustrate how BIM can offer valid support for the digital management of risk classification and the safety assessment of existing bridges. For this purpose, within the conference, the scientific research project of the Department of Civil and Industrial Engineering of the University of Pisa will be presented, concerning the case of the “Ponte della Botta” on the Arno river.
Harpaceas took part by finalizing the use of some standard software included in the PontiSicuri solution, in order to allow the digital management of risk classification and the safety assessment of bridges in accordance with the new Guidelines.
